A New Talent Hub Emerging in Western China

When I saw the overall picture of China's talent pool, I was deeply impressed. Chongqing is just one example of this. Here, not only does it possess strong technological capabilities, but it is also actively attracting and gathering global talents. The president of the European Academy of Sciences, Rodrigo Martins, who visited China this time, was deeply impressed by this "two-way flow" of technology and talent. 
From November 15th to 16th, the Chongqing International Talent Exchange Conference was held, and the signing ceremony for the project of the China Center of the European Academy of Sciences was held during this period. 
Rodrigo Martins stated that China's talent environment and innovation ecosystem are highly dynamic, and the prospects for cooperation between China and Europe are vast. The establishment of the China Center of the European Academy of Sciences in Chongqing will accelerate the mutual integration of China and Europe in multiple fields, facilitate the rapid application and development of related industries, and further promote talent exchanges and technology transfer between China and Europe. 
In recent years, a new talent hub is emerging in western China. According to the data, during the "14th Five-Year Plan" period, Chongqing has cumulatively attracted 338,000 talents from outside the city, among which 80,000 are in-demand and urgently needed talents, laying a solid foundation for scientific and technological innovation and industrial development. 
In the laboratory of the Beijing Institute of Technology's Chongqing Innovation Center, researchers are conducting experiments in a tense and orderly manner. "By building high-level scientific and technological innovation platforms in areas such as intelligent connected new energy vehicles and new-generation electronic information, we have widely attracted outstanding scientific and technological talents from home and abroad. Some of the achievements have moved from the laboratory to the production line," a relevant official said. The car-grade non-coated anti-oxidation hot-formed steel material developed by Zhao Yan, the director of the Lightweight Materials Research Institute, enhances safety while achieving lightweighting. Currently, many car manufacturers are "in line" waiting for cooperation. 
In 2024, the production of new energy vehicles in Chongqing exceeded 953,000 units; the International Bio-City in Chongqing has gathered over 130 projects and its industrial scale has exceeded 100 billion yuan; the Changshou Economic Development Zone focuses on the new material industry cluster, with an industrial supporting rate of over 85%... A series of innovative achievements continue to emerge, and China's western region is releasing the "multiplier effect" of attracting and cultivating talents, transforming research results, and promoting industrial development. 
The western region is vast and has abundant natural scenery and hydropower resources. It is a fertile ground for innovation and entrepreneurship in the development of green and low-carbon industries. We can clearly observe that, under the impetus of a package of talent attraction policies, people are increasingly flowing to the west. This was said by Wang Bo, the vice president and a member of the Party Standing Committee of Beijing Institute of Technology. 
International cooperation is another "key word" of this conference. Many participants stated that in the face of new technological waves such as artificial intelligence, the importance of international exchanges and cooperation has become even more prominent. 
"Artificial intelligence makes knowledge accessible at our fingertips. However, in fields that require imagination, humans still rely on their own minds. Just as people dreamed of landing on the moon decades ago, they had to first imagine and think about it, and then achieve it." Professor Viktor Mayer-Schönberger from Oxford University believes that to go beyond the boundaries of human known thinking, the best approach is to bring together talents from different historical and cultural backgrounds to form the soil that nurtures new dreams. 
During the conference, the Chongqing Academy of Science and Technology signed strategic cooperation agreements with overseas institutions such as the European Artificial Intelligence Institute, the Dutch Brain Innovation Artificial Intelligence Company, and the Clement Adel Institute in France. The relevant person in charge of the academy stated that through international exchanges and cooperation, they will further gather innovative resources, promote talent development, and accelerate the transformation of achievements. 
"China is a very important partner. We have launched a series of bilateral cooperation projects, jointly conducting research and development efforts, and promoting the implementation of a youth talent exchange program." Maria Gnjatovic, the State Secretary of the Ministry of Science, Technology Development and Innovation of Serbia, said, hoping to provide more cross-disciplinary and cross-institutional communication opportunities for scientists, and promoting the significant development of scientific and technological innovation in both countries.
